Through a franchising arrangement, the first Payless stores were opened in the Middle East.  Payless has since expanded their franchising program, which has proven to be an effective way for the company to expand into emerging international markets.  The company, in partnership with various franchise partners, has opened franchise stores or is planning to open franchise stores in Russia, the Philippines, Israel, Malaysia, Singapore, Mexico and Indonesia.
